New Training
Requirements for Licences

The Union and some other Industry members mainly the large companies (who have
a proven record of making things difficult for their competition) are calling
for Probationary licences to be issued mainly to facilitate the employment of
trainees. Q.S.A position is probationary licences should not be issued for the
following reasons:
- N.S.W issues probationary
licences and Industry sources indicate the system is a failure.
- It appears the only beneficiaries
of any such scheme are the large foreign security companies who then use the
traineeship scheme to obtain government subsidies (Australian Tax payers dollars).
- Partially trained persons
should be put at risk of injury and litigation.
- Our public liability and
professionally indemnity insurance premiums costs will sky rocket.
- Consumers should not have
to pay the full price for services not performed by fully trained and competent personnel
The excellent relationship we have developed
with police could be jeopardised by probationary acting inappropriately.
The new training requirements for
Security Officer/Crowd Controller licences came into effect on 1/1/2001.
The old training course was basically knowledge based training program, which gave
the student knowledge about the Security Industry, the laws Security operatives need
to know and the basics of operating procedures.
The Q.S.A. argued long and hard to retain this training program as basic entry-level
training.
We believed that the units of competency in the Asset Security Training Package are
poorly written, badly misaligned and rely on so called underpinning knowledge which
is not taught and not assessed they should have been totally rewritten before introduction.
The result we believe will be many licence holders being charged both criminally and
sued civilly because of the following:
- Little or no attention
is given to teaching students where they obtain their authority to do the job of a
security Officer/Crowd Controller.
- The training for crowd
controls (the main reason for the introduction for the security providers act in Queensland)
is almost non-existent.
- Self defence and the use
of force is not correctly addressed.
- Too much emphasis is placed
on security personnel doing the job of a Police Officer.
Although The Office of Fair trading acknowledges the shortcomings of the Asset Security
Training package it was forced to adopt it to come into alignment with other states.
The following units of competency are now required for new licence applicants.
As reported in our story on traineeships some unscrupulous employers are suggesting
current licence holders have to complete the Certificate 2 training course to renew
their licence.
THIS IS NOT TRUE
IF YOU HAVE A CURRENT LICENCE ALL YOU HAVE TO DO IS PAY THE RENEWAL FEE.
The union want the so called grandfather clause removed from the Security providers
act thus forcing all licence holders to pay for Certificate level 2 training to renew
their licence.
