Traineeships Scams

These are the adjectives we are hearing
from our Industry
Queensland Security Association strongly backed the Traineeship Program when it
was introduced however due to all the evidence produced the Q.S.A. has now withdrawn
support until all the Scams are removed.
We have for over 12 months received complaints from both employers and employees
about the Traineeship program and as a result have passed on to the appropriate
authorities all the evidence that has been presented to us.
Our support of traineeships was based on our belief that traineeships would assist
new people to enter our Industry, receive full training and be fully supervised
at all times.
This appears to not be the case.
These are the facts and allegations we have passed on to the appropriate authorities
- Existing employees in some
cases those who have been licensed and employed for years are being requested by employers
to become trainees.
- Cash incentives of up to
$1000.00 are being offered to existing licensed employees to sign on as trainees.
- Trainee applications are
being backdated in some cases up to 4 months.
- Trainees are not under supervision
as required by legislation.
- Trainees are required to
complete training in their own time when training should be in paid time.
- We have viewed evidence
where the State government Authority had rejected an application for training funding
yet given a traineeship number which then allowed the employer to claim funding from
the federal government.
- Union representatives are
assisting employers in applying pressure on their employees to sign up as trainees.
- False and incorrect information
is being given to employees to entice them into sign up as trainees. ( See our story
on the new training for licences)
- Employees are after signing
up as trainees having their hours of work reduced to in some cases only 10 hours per
week.
- Employees are being told
that they cannot work at certain work sites if they do not sign up as trainees and
obtain a Certificate 2 certification.
- One can understand why some
employers are involved when the incentives from government can be as much as $7000.00
per trainee. Just imagine the financial benefit to a large employer with say 2,000
employees who they could reclassify as trainees.
$14,000,000.00, yes that's right FOURTEEN
MILLION DOLLARS.
Not bad.
The questions we ask are:
- What has the Government
both state and Federal done to stop these scams.
- Will the Government properly
prosecute these corporate offenders
